Yes. Openable sections — hinged or sliding frames carrying the same cables — unlock from the inside with a child-proof lock. Most balconies combine fixed spans with one openable section sized at the survey for glass cleaning and emergency escape.

The system is fully reversible: the tracks come off with the anchors, leaving small holes that are filled and painted in minutes, so landlords generally approve it where a welded grill would be refused. Many tenants recover part of the cost by leaving it in place at a negotiated price when they move. Ask for an openable section if you expect to shift — the panels can be reused on a similar-sized opening.
