CBD Belapur was master-planned by CIDCO in the 1970s and still reads like a plan. Sector 8 holds the Artist Village — Charles Correa's 1986 incremental housing of 550 ground-plus-one homes in courtyard clusters, where each family has extended upward on its own, so no two openings match. Raj Rewal's CIDCO housing added 1,048 low-rise units between 1988 and 1993. All of that 1980s and 90s stock is now in the 30-year window where NMMC allows 2.5 FSI redevelopment with 51 percent consent. Sector 15 around the station and Palm Beach Junction is the tower belt — Maruti Paradise with 363 flats, Rajkamal Bayside, Akshar Sai Radiance, Lakhanis Galaxy — with Sara Antalya and Mayuresh Bayview due in 2027. Sector 11 mixes Ahuja Gautam Complex, Mermaid Seaview and Skylark with offices; Sector 20 is a one-bedroom cooperative belt of Shivnandan and Swami Samarth; and Sectors 26, 29, 30 and 31 climb Parsik Hill with bungalows and towers like C Teja Signature and Priyankas Hill View Residency.

The households are official ones. CIDCO Bhavan is in Sector 11, Konkan Bhavan and the Joint Registrar of cooperative societies in Sector 10, Raigad Bhavan nearby, and the NMMC headquarters — completed in 2014 as the country's first LEED Gold government building — at Palm Beach Junction in Sector 15A. The Income Tax Colony occupies Sectors 21 and 22, the Mayor's bungalow stands on Parsik Hill, and the Belapur Terminal metro beside a station handling about 50,000 passengers a day brings corporate staff into the Sector 11 and 15 towers. These are committee-run societies that expect paperwork done properly and nothing that alters an approved elevation.

The terrain is two-sided. Parsik Hill's slopes are loose — an IIT Bombay study called them landslide-prone, a slide damaged NMMC's water-control room, and illegal cutting at the base of Sectors 30 and 31 made the news in August 2024 — so hill-side balconies are high, wind-exposed and reached by steep access. Down by the creek, Sectors 4, 5, 6 and 11 waterlogged on 28 May 2025 when heavy rain met a high tide before the node's pump house was finished, and the Bayside, Bayview and Seaview names in Sectors 11 and 15 tell you which way those balconies face. Painted mild steel does not survive that air, and box grills on the hill towers are both an elevation problem and a wind load.
