Rohini, Delhi
Rohini is the DDA's 1980s sub-city — sixty square kilometres of ground-plus-four blocks, four-floor CGHS towers and builder floors, home to close to nine lakh people. It is the opposite of Dwarka's towers: the typical balcony here is on the second floor of a walk-up with a thirty-year-old painted grill, in a family that has owned the flat since it was allotted. Living in Rohini
Rohini's stock is low-rise by design. The DDA pockets in Sectors 3, 7, 9, 11, 13, 14, 15 and 24 are the 1980s and 90s allotment flats; the co-operative societies concentrated in Sectors 9, 13, 14, 15 and 22 are four-to-five-floor lift blocks — Venus Apartments' eight towers in Sector 9 beside New Saraswati CGHS, Friends Tower, Cosy Apartments, Overseas Apartment and Prem Kutir; Delhi Citizen Society's three hundred homes in Sector 13, ground-plus-four with lifts and the sub-city's premium address. Sectors 13 and 14 carry the luxury builder floors; Sectors 24 and 25 with Unity Apartment and the DDA's new Rohini Heights in Sector 29 are the growth edge toward Rithala.
The residents are middle-class owner families, government employees and professionals, with a tenant layer in the Sector 9 and 13 societies where three-bedroom rents run high for the north-west. Rohini West and East and Rithala on the Red Line, the Sector 18–19 Yellow Line station, DPS Rohini, DTU, Unity One and DC Chowk are the anchors.
The conditions are north-west Delhi's. The CPCB station at Sector 16 on Dr K. N. Katju Marg sits in the unhealthy band through winter, so every balcony collects a film of fine dust; the stormwater network is inadequate and Sector 7 and its neighbours flood in early monsoon spells, with most PWD waterlogging complaints still open; summer heat tops 45 °C. Pigeon netting is a common add-on request across the sub-city. A thirty-year-old mild-steel grill under those conditions is rust-through and repaint cycles; two-millimetre SS316 cable on anodised track is neither, and lets a ground-plus-four balcony keep its light.
