Phase 1 is the CGHS heart of East Delhi. Glaxo Apartments' five eight-floor towers, Samachar Apartments — the journalists' society in Phase 1 Extension — Aashiana, Apex Kala Vihar, Supreme Enclave, Maitri and Garud Apartments in Pocket 4 are the employer-based co-operatives that went up between 1985 and 2005, lift blocks with the rectangular DDA-era balconies most families enclosed with mild-steel grills decades ago. Phase 2, established in 1984 along the Meerut Expressway, is DDA Pockets A to F — Pocket C and Pocket F the most traded. Phase 3 on the Kondli–Noida edge is LIG, MIG, SFS and Janta pockets, low-rise, with a large Kerala community and no metro of its own.

The residents are the original allottee families and the staff of the employers whose names the societies carry, with a strong tenant layer — Phase 1 lists more flats for rent than for sale — around the Mayur Vihar-I Blue–Pink interchange, the Pocket-1 and Extension stations and Star City Mall. Owners and tenants both need the landlord or committee no-objection that invisible grills clear more easily than anything welded.

The conditions are documented and hard. The Patparganj and Anand Vihar CPCB stations record Delhi's worst winter PM2.5 — Patparganj's 2022–23 peak of 606 µg/m³ was the highest of any station in the city — and that black dust settles on every grill from October to February. Phase 1's western pockets and the Noida Link Road edge sit on the Yamuna floodplain that went under in July 2023 and again in September 2025, so monsoon humidity is river-grade. The Barapullah Phase 3 and Chilla elevated corridors are under construction along the edges. Painted mild steel pits and streaks in that mix; two-millimetre SS316 cable with a nylon coat on anodised track wipes clean and never sees a paintbrush.

Phase 1 jobs are eight-floor CGHS balconies, often booked block-wide once the managing committee signs off; Phase 2 and 3 jobs are three-and-four-floor DDA balconies and windows, usually replacing a rusted grill.
